Shouldn't it simply protect taskstats_user_cmd()?  You may still poll
the counters with TASKSTATS_CMD_ATTR_PID/TASKSTATS_CMD_ATTR_TGID.

Or ptrace_may_access() in taskstats_user_cmd().
