Subject: [PATCH] Define ELF gregs and fpregs types for riscv64

d493206de7df4db07ad34f24701539ba0a6ed38c deleted all the content of
user.h, but sys/procfs.h expects this from sys/user.h
threfore we retain the non conflicting parts
