Subject: Preparing to release 0.9.13

I want to release 0.9.13 as soon as possible, so please let me know
about any regressions or minor issues that should be fixed as part of
this release. I've run multiple tests on the new memcpy and memset
code and haven't found any problems with them (and the test coverage
seems quite thorough), but I still need to test them on all the ports
(to make sure GCC hasn't found any new ways to make them
self-referential or otherwise break them).

Help testing strftime and wcsftime would also still be appreciated.

If all goes well, I hope to have the release up by Thursday or Friday
at the latest.
