I was too quick to say that.  I've just recalled that you're using JtR
1.7.9-jumbo-5.  It appears that we introduced OpenMP support for RAR in
version 1.7.9-jumbo-6.  So you'd need to build from source or download a
newer (and less official) build and use that...  This has a build of
-jumbo-7 (which I did not verify...) -

Yes, we may want to put more time into supporting JtR on Windows...
