Running

rpm -Uvh ftp://ftp.ru.openwall.com/pub/Owl/current/x86_64/RPMS/tzdata-2014i-owl1.noarch.rpm
&& cp -af /usr/share/zoneinfo/Europe/Moscow /etc/localtime

will do that exactly as needed.
