Galaxy, all -

When building with explicit RUN_TESTS=yes, the cvs package hangs during
build trying to SSH in to localhost (at which point the ssh client
prompts to accept the host key).  With the default of RUN_TESTS= this
does not happen (nor with RUN_TESTS=no, obviously).

I don't know if this is a new issue or if we had it for a while.  It's
been a long while since we tried rebuilding the entire system with
RUN_TESTS=yes (I normally keep the default RUN_TESTS= and only set it to
yes when test-building specific just-changed packages).
