Subject: UTF-8 truncation fix

I just posted a patch to the wiki that makes UTF-8 to UCS-2 truncation
more "proper" and removes a couple of "four-byte UTF-8" cases (UCS-2 can
be at most three bytes of UTF-8) that was accidentaly left in NT and mscash.

The Jumbo-5 as released do NOT have a problem because there are other
tests that "save the situation", so this is more academic. But this
should be included in next Jumbo.
