Pomelo_testvectors.txt is in the main directory. I've also added it to the
fmt_tests structure. I've modified pamelo.c in the main directory
to generate ciphetexts and there is no way to test it.

I've added appropriate licence to the file pomelo_fmt_plug.c.
I've modified pomelo.c in src directory - just transferred
functions declarations to pomelo.h. I think those changes are
too trivial for me to add my copyrights to them.
