Is this Outlook or Outlook Express?

Most likely a client bug, possibly a known one.

Which version of popa3d?  One related workaround went in after 0.5.1
(it's in 0.5.9):

* Mon May 27 2002 Solar Designer <solar@....openwall.com>
- Workaround a bug in certain versions of Microsoft Outlook Express
(reported) where the client would abort on body-less messages which are
lacking a blank line after the headers (valid per RFC 822, 2822).

The second possibility to look into is a networking problem.  tcpdump
might help.
