I don't see attempts to load the appropriate modules
(/usr/lib/ipsec/plugins/libstrongswan-*.so).  I'm not familiar with
strongswan, but I think they are disabled in configure stage.  Do you
have these files installed (libstrongswan-{revocation,pubkey,...}.so)?
Are they enabled in config.status?
