That was a bug, and it's been fixed:

* Thu Nov 11 2004 Dmitry V. Levin <ldv at owl.openwall.com> 2:4.0.4.1-owl3
- Restore chpasswd(8) behaviour, which was broken since 4.0.4.1-owl0.1.

The most current package is 4.0.4.1-owl4.
