Subject: New revision of UTF-8 patch

Anyone using the UTF-8 patch should upgrade to revision 12, just 
uploaded to the wiki. Apart from boosting NetHalfLM performance with 
over 100% (I had overlooked a chance of moving stuff from cmp_all to 
set_key) it fixes some problems with malformed UTF-8 input.

I believe the current version is stable. It also features some 
significant performance fixes not related to UTF-8 as well as a couple 
of new formats.

Please report any problems compiling or using the patch.
