The eternal plight of the obsessive tweaker - v10.  What's changed:
 - Registered MPI_Finalize() as an atexit() handler to reduce scattered use
 - Misc. shuffles and removals of original changes to further reduce
interaction with existing code
 - Piggybacked USR1 signal onto HUP handler (better follows principle
of least surprise)

Unless anyone tells me something is broken, I can't foresee further
major changes.  Frankly, I don't want to further this line of code,
and want to encourage better implementations.

I'd like to know if anyone has any success with this; it has been very
heavily modified from the original, including new code written.  I've
tested it as much as I can, but there always seems to be something
overlooked.
