bull got auto-rebooted (presumably on 7970 ASIC hang), and the network
tunnel failed to be brought back up.  I've debugged this, and it turned
out that an extra service got enabled on a system upgrade, and that
service would hang at startup, thereby preventing further startup
scripts (including for the network tunnel setup) from running.  I've
just corrected this (and tested with another reboot).  bull is back up now.
